"Born on December 9, 1952 in Odesa. Graduated from the Odesa Technological Institute of the Refrigeration Industry, Faculty of Thermal Physics, diploma of “Thermal Physics Engineer”.

In 1994, he ran for the Verkhovna Rada of Ukraine; and was the second in the election district.

In 2015, he applied for the citizenship of the Russian Federation, and his application was approved by the Edict of the President of the Russian Federation dated January 27, 2016.

In 2021 as self-nominee applied for registration as candidate to the State Duma. There were 174 self-nominees in total. He was one of 11 people who passed the registration procedure for the election. He ran for Preobrazhenskiy single member electoral district No 205 of Moscow City, and supported by the mayor’s office was included into so-called “Sobianin’s List”.

Joined the group “Fair Russia – For the Truth”.

On February 15, 2022, he voted for an appeal to the President of the Russian Federation about the need to recognize the DNR and the LNR, later supported the Russian invasion of Ukraine and declared that it would go down in history as a four-day war. He opposed the exchange of prisoners of war with Ukraine. He called to “eliminate the independence of Ukraine”"" after the end of the war.

He is under personal international sanctions of all countries of the European Union, the UK, the USA, Canada, Switzerland, Australia, Japan, Ukraine, and New Zealand."
